DATED JUNE 1, 1973, THIS REPORT CONTAINS ANALYSES AND RECOMMENDATIONS ON THE ORGANIZATION, FUNCTIONS, STAFFING, AND STAFF SERVICES OF THE KIRKWOOD POLICE DEPARTMENT, WHICH HAS A SWORN POLICE STRENGTH OF 49 OFFICERS.
Abstract
KIRKWOOD, WITH A POPULATION OF APPROXIMATELY 32,000, ENCOMPASSES AN AREA OF ABOUT NINE SQUARE MILES. AS THIS TECHNICAL ASSISTANCE EFFORT PROGRESSED, IT WAS DECIDED TO MINIMIZE THE IMPORTANCE OF THE STUDY OF THE IN-HOUSE RECORDS SYSTEM AND STATISTICAL ANALYSIS SYSTEM. INSTEAD, ATTENTION WAS FOCUSED ON THE DEPARTMENT'S ORGANIZATION, MANPOWER, AND SUPPORT SERVICES. ALTHOUGH THE ORGANIZATION AND FUNCTIONS OF THE DEPARTMENT WERE FOUND TO BE ADEQUATE, IT WAS RECOMMENDED THAT THE DEPARTMENT BE REORGANIZED TO GIVE INCREASED EMPHASIS AND RESOURCES TO COMMUNITY OUTREACH SERVICES. THE NEW ORGANIZATION AND THE FUNCTIONS OF THE DIVISIONS UNDER THIS REORGANIZATION ARE DESCRIBED. A PROPOSED SYSTEM FOR DETERMINING MANPOWER LEVELS AND DISTRIBUTION IS OUTLINED, AND A SAMPLE DETERMINATION USING THIS METHODOLOGY IS PROVIDED. FINALLY, THE RECORDS, COMMUNICATIONS, EQUIPMENT, AND FACILITIES OF THE DEPARTMENT ARE EXAMINED, AND RECOMMENDATIONS ARE PROVIDED ON INCREASING RECORDS STORAGE CAPABILITIES, IMPROVING THE LAYOUT OF THE COMMUNICATIONS CENTER, PURCHASING ADDITIONAL POLICE VEHICLES, AND MODIFYING THE POLICE FACILITIES TO PROVIDE ADDITIONAL SPACE.
