PROGRAM DESIGNED TO TEST THE EFFECTIVENESS OF INCREASED POLICE PATROL ACTIVITY AND PUBLIC EDUCATION PROGRAMS ON CRIME PREVENTION TECHNIQUES IN COMBATTING RESIDENTIAL BURGLARY AND RELATED CRIMES.
Abstract
A SPECIAL PURPOSE ENFORCEMENT TEAM WAS ALSO ASSIGNED TO PERFORM SURVEILLANCE ON SUSPECTED BURGLARS. THE OPERATION OF EACH PROGRAM ELEMENT IS DESCRIBED. A LACK OF COMMUNITY RESPONSE TO PROJECT SERVICES LED EVALUATORS TO CONCLUDE THAT THE COMMUNITY CRIME PREVENTION COMPONENT HAD BEEN 'RELATIVELY INEFFICIENT'. IN ADDITION, ANTICIPATED INCREASES IN THE RATE OF RECOVERY OF STOLEN PROPERTY AND THE BURGLARY CLEARANCE RATE FELL FAR SHORT OF THEIR GOALS. A DISCUSSION OF WEAKNESSES IN THE PROGRAM DESIGN AND OPERATION CONSIDERED INCLUDED THE INABILITY TO EVALUATE ACTIVITIES INDIVIDUALLY SINCE THEY OPERATED IN THE ONE TARGET AREA AT THE SAME TIME AND THE RANDOM USE OF SIX BURGLAR ALARMS PURCHASED TO CONTRIBUTE TO THE APPREHENSION OF RESIDENTIAL BURGLARS.
