THIS ORGANIZATION STUDY WAS PREPARED FOR THE KEARNY (AZ) POLICE DEPARTMENT, WHOSE 10 PERSONNEL (6 SWORN) SERVE 2583 PERSONS ON 2.75 SQUARE MILES - THE REPORT IS DATED MAY 18, 1976.
Abstract
PROBLEMS ADDRESSED IN THE REPORT INCLUDE THE EXTRAORDINARILY HIGH TURNOVER RATE (100 PERCENT) AND THE LACK OF COMMUNITY CONFIDENCE IN THE POLICE DEPARTMENT. SUGGESTIONS BY THE CONSULTANT ARE MADE TO IMPROVE THE PERSONNEL PACKAGE (PAY RATES AND PENSION PLANS) AND TO IMPROVE COMMUNITY RELATIONS (RAP SESSIONS AND FOOT PATROLS). WHILE POLICE SHOULD BE GIVEN FIRE FIGHTING TRAINING, THE CONSULTANT RECOMMENDS AGAINST A MERGER OF THE POLICE AND FIRE DEPARTMENTS.
