RECOMMENDATIONS FROM ONE OF THREE TASK FORCES APPOINTED TO REVIEW CRIMINAL JUSTICE PLANNING IN KANSAS ARE GIVEN. THEY COVER CRIMINAL APPREHENSION, MASS DISORDERS, BOTH POLICE AND COURT ADMINISTRATION, AND SIMILAR TOPICS.
Abstract
THE PARTICULAR FOCUS OF THIS TASK FORCE WAS POLICE OPERATIONS, POLICE AND COURT COOPERATION, COURT STAFFING, COURT OPERATIONS, INFORMATION SYSTEMS, AND EQUIPMENT AND FACILITIES. MAJOR GOALS AND SUBGOALS ARE STATED FOR EACH OF SEVEN AREAS: APPREHENSION OF OFFENDERS; UNUSUAL OCCURRENCES AND MASS DISORDERS; ADMINISTRTIVE STRUCTURES AND PROCEDURES, AS WELL AS POLICIES AND ROLE DEFINITION; LONG-RANGE PLANNING, BUDGETING, AND COMMUNITY RELATIONS; PERSONNEL; INFORMATION AND COMMUNICATIONS; AND EQUIPMENT AND FACILITIES. THEN SPECIFIC RECOMMENDATIONS ARE MADE FOR CHANGES AT THE STATE AND MUNICIPAL LEVEL, AND FOR CHANGES IN PROCEDURE IN RURAL AREAS. MANY OF THE RECOMMENDATIONS ARE QUITE SPECIFIC; OTHERS INVOLVE GENERAL POLICY MATTERS. THE RECOMMENDATIONS URGE GREATER COORDINATION AMONG POLICE AGENCIES, STEPS TO ENSURE GREATER COORDINATION AMONG POLICE AND COURTS ESPECIALLY IN AREAS REQUIRING THE TESTIMONY OF POLICE OFFICERS AND THE ISSUING OF COURT RELATED DOCUMENTS, STATEWIDE JURISDICTION OVER POLICE AGENCIES, STATE AUTHORITY TO HELP LOCAL AGENCIES IMPROVE OPERATIONS, STATEWIDE AID TO LOCAL COURTS, GOOD PERSONNEL PROCEDURES, AND A COMPREHENSIVE POLICE AND COURT INFORMATION SYSTEM. THE HANDLING OF JUVENILES, MINIMUM STANDARDS FOR LOCAL JAILS, AND MINIMUM STANDARDS FOR POLICE COURT FACILITIES ARE OTHER AREAS COVERED.
