THIS REPORT DESCRIBES THE COMPREHENSIVE, MULTI-FACETED PLANNING THAT WAS UNDERTAKEN BY THE KANSAS CITY (MO) POLICE DEPARTMENT PRIOR TO THE 1976 REPUBLICAN NATIONAL CONVENTION.
Abstract
THE COMPOSITION OF THE CONVENTION PLANNING TASK FORCE INCLUDED POLICEMEN WITH PREVIOUS PLANNING EXPERIENCE WITH ONE EXCEPTION, WHO WAS SKILLED IN POLICE EQUIPMENT AND COMMUNICATIONS. MAJOR GOALS OF THE PLANNING EFFORT WERE IDENTIFIED AS THE CONTINUED PROVISION OF ALL NORMAL POLICE SERVICES, PROTECTION OF CONVENTION DELEGATES, AND PROTECTION OF THE RIGHTS OF PEACEFUL DISSENTERS. PLANNING CONSIDERATIONS INVOLVING FUNDING, THE SELECTION OF PERSONNEL, TRAINING, AND COOPERATION WITH OUTSIDE LAW ENFORCEMENT AGENCIES ARE DESCRIBED. SPECIFIC AREAS OF PLANNING INTEREST INCLUDE THE CONVENTION SITE, FIELD OPERATIONS, HOTEL SECURITY, INTELLIGENCE, INVESTIGATIONS, LIAISON, PERSONAL SECURITY, PERSONNEL, SUPPORT SERVICES, AND TRAFFIC.
