This Annual Report of the Kansas City, Missouri Police Department provides an overview of highlights, projects, and summaries for 1991.
Abstract
The roles of the Board of Police Commissioners and the Executive Staff are detailed. The Chief of Police's letter of transmittal includes identifying three major programs for 1991: domestic violence; impaired drivers; and bias crime reporting. Equipment innovations introduced as a result of Task Force recommendations include the use of "Capstun," a propellant spray derived from cayenne pepper as an alternative to mace, and the replacement of wooden nightsticks with plastic PR24 Baton. Programs targeting children are highlighted including a project that distributes baseball cards with printed safety tips and visits to elementary schools by officers affiliated with Drug Abuse Resistance Education (DARE). Police facilities and patrol divisions are outlined. Statistics are provided for services responses, offenses, arrests, traffic, special event, and financial summaries. 4 graphs and 6 tables
