              This procedural manual of the Kansas City Police Department (Missouri) covers emergency field management and operations procedures in general, as well as procedures for specific types of emergencies.
          Abstract
              Guidelines for the tactical phases of an emergency operation cover mobilization and deployment. Procedures are delineated for the following types of emergencies: aircraft crash, flooding, tornado/severe storm damage, hazardous material emergency, utility failure/blackout, and civil disorder. Instructions for the establishment and operation of a command post encompass commander and police chief responsibilities during the tactical phases of a civil disorder, an emergency pass system, the photographing and recording of events, and a temporary morgue contingency plan.  Communications unit procedures are specified, as are personnel management guidelines addressing emergency notification, administration of leave, and timekeeping. Procedures also encompass field reporting, coordination of area hospital and ambulance services, communications in the event of a telephone system failure, and routing of nonresident traffic around the city.
