This report is one of a series of analytic studies on the Kansas City, Missouri Alcohol Safety Action Project (ASAP), and deals with its effectiveness in rehabilitation or causing behavior modification in persons arrested and convicted as a result of drunk driving.
Abstract
The report concentrates on those activities within the ASAP system which deal with the rehabilitative process. It includes the investigation activities that lead to the identification of the severity of each client's drinking problem, the referral process through which clients are directed to various treatment alternatives, the treatment modalities themselves, and the role of probation in these activities in an experimental program called Short Term Rehabilitation (STR), is included. Three types of drinkers were identified, including problem drinking drivers, social drinking drivers, and unknown, Subsequent accident and rearrest rates confirmed the basic validity of the identification process. The high rate of referral to ASAP (80 percent of those convicted as a result of driving under the influence of intoxicants indicates excellent acceptance of ASAP by the court. Rehabilitation programs were not suitable for everyone, indicating the need for careful screening. Preliminary results for STR show no significant effects on behavioral changes or on subsequent accidents and arrest. A list of 18 references and appendixes are included.
