AN INVESTIGATIVE REPORT ON FACILITY CONDITIONS AND ALLEGED ADMINISTRATIVE MISFEASANCE AND NONFEASANCE AT THE OLD KANE COUNTY (IL) JAIL.
Abstract
SPURRED BY SCATHING CRITICISM OF CONDITIONS AND ADMINISTRATORS OF THE JAIL BY THE LAST ELEVEN KANE COUNTY GRAND JURY REPORTS, THE ILLINOIS LEGISLATIVE INVESTIGATING COMMISSION CARRIED OUT THEIR OWN INVESTIGATION. THIS INVESTIGATION WAS CARRIED OUT THROUGH ON-SITE INSPECTIONS AS WELL AS INTERVIEWS WITH ADMINISTRATORS, CORRECTIONS OFFICERS, TEN INMATES, AND REVIEWS OF THE GRAND JURY REPORTS. SPECIFIC AREAS THAT WERE INVESTIGATED WERE FOOD SERVICE, SANITARY CONDITIONS, INMATE PROGRAMS AND ADMINISTRATIVE GUIDANCE. SPECIFIC RECOMMENDATIONS FOR REFORM OF THIS FACILITY ARE PRESENTED.
