The juvenile correctional system of Victoria, Australia has developed a policy regarding HIV/AIDS for youthful offenders, emphasizing a continuum of education that covers not only AIDS prevention, but also the full range of health issues.
Abstract
Work on the HIV/AIDS policy began in July 1989 and was completed in February 1990. The policy covers personnel practices; infection control for blood-borne viruses; staff education and training; client education and counseling;, client access to condoms, needles, syringes, and bleach; client HIV antibody testing and informed consent; client privacy and confidentiality; and case management and treatment of HIV-infected persons. To implement this policy, an HIV/AIDS Unit has been established within Community Services Victoria (CSV) to promote the education and training of staff, education and counseling of youthful offenders, and infection control practices. CSV and other agencies are also cooperating in several initiatives designed to improve AIDS education and advocacy efforts. 8 references
