AN OUTLINE OF THE SCOPE, ORGANIZATION AND PLANNED AREAS OF STUDY OF THIS JOINT AMERICAN BAR ASSOCIATION-INSTITUTE OF JUDICIAL ADMINISTRATION PROJECT ON STANDARDS FOR RIGHTS OF MINORS AND JUVENILE COURTS AND CORRECTIONS.
Abstract
IT IS STATED THAT THE PROJECT WILL ANALYZE LEGAL ISSUES IN THREE MAJOR SUBSTANTIVE CATEGORIES: CRIME AND NON-CRIMINAL MISBEHAVIOR, PROVIDING FOR CHILDREN'S BASIC NEEDS, AND THE RIGHTS OF YOUNG PEOPLE. APPROXIMATELY 20 VOLUMES OF STANDARDS AND THREE SUPPLEMENTARY BOOKS ARE PLANNED. UNDER EACH OF THE PLANNED AREAS OF INQUIRY LISTED IN THIS DOCUMENT, A BRIEF DISCUSSION AND SERIES OF QUESTIONS TO BE CONSIDERED ARE PROVIDED. UNDER THE HEADING OF ALTERNATIVES TO JUVENILE COURT AND PROCEDURES PRIOR TO COURT INVOLVEMENT, SUCH TOPICS AS JUVENILE CRIME, DEPENDENCY AND NEGLECT, SCHOOLS AND EDUCATION, POLICE, AND YOUTH AND FAMILY AGENCIES ARE DISCUSSED. AREAS OF INQUIRY RELATING TO JUVENILE COURTS INCLUDE COURT JURISDICTION AND ORGANIZATION, THE ROLES OF COUNSEL AND PROBATION, THE INTAKE FUNCTION, ADJUDICATION, AND APPEALS. WITH RESPECT TO CORRECTIONS AND TREATMENT, STANDARDS ON PREHEARING RELEASE, DISPOSITIONAL ALTERNATIVES, AND ADMINISTRATION OF CORRECTIONS AND TREATMENT PROGRAMS ARE PLANNED. THE FINAL REPORT OF THE PLANNING SUBCOMMITTEE ON ADMINISTRATIVE ISSUES, WHICH DEALS WITH PLANNED ADMINISTRATIVE STANDARDS, IS ALSO INCLUDED.
