TRENDS IN JUVENILE DELINQUENCY AND JUVENILE JUSTICE, LEGAL PROBLEMS IN JUVENILE JUSTICE DELIVERY, CONFLICTS IN JUDICIAL AND CORRECTIONAL PHILOSOPHIES, CHILD PROTECTION, AND JUVENILE JUSTICE STANDARDS ARE DISCUSSED.
Abstract
THE PROCEEDINGS OF A 1978 NATIONAL CONFERENCE ON JUVENILE JUSTICE, JOINTLY SPONSORED BY THE NATIONAL COUNCIL OF JUVENILE AND FAMILY COURT JUDGES AND BY THE NATIONAL DISTRICT ATTORNEYS ASSOCIATION, ARE PRESENTED IN THIS AUDIOCASSETTE SERIES FOR AN AUDIENCE OF JUVENILE JUSTICE SYSTEM PRACTITIONERS. ISSUES DEBATED BY PARTICIPATING JUVENILE COURT JUDGES AND PROSECUTORS INCLUDE MANIPULATION OF GENERALLY UNRELIABLE JUVENILE CRIME DATA BY SPECIAL INTERESTS FOR FUNDING, OR OTHER SELF-SERVING PURPOSES; CONSTITUTIONAL AND DEFENDANTS' RIGHTS ISSUES RAISED BY THE CURRENT DEBATE ON CONFIDENTIAL JUVENILE HEARINGS VERSUS PUBLIC TRIALS; PROPER METHODS FOR TAKING JUVENILE CONFESSIONS AND VOLUNTARY STATEMENTS; AND WHETHER JUVENILE OFFENDERS SHOULD BE GIVEN THE CHOICE OF EITHER REQUESTING OR WAIVING A JURY TRIAL. OTHER TOPICS DISCUSSED ARE SEXUAL ABUSE OF CHILDREN AND THE GROWTH OF CHILD PORNOGRAPHY, THE ROLES OF PROSECUTORS AND WELFARE DEPARTMENT CASEWORKERS IN DEALING WITH NEGLECTING AND/OR ABUSING PARENTS, EVIDENCE NEEDED FOR EFFECTIVE PROSECUTORIAL DECISIONMAKING IN DEPENDENCY AND STATUS OFFENSE CASES, AND JUVENILE OFFENDERS AND AUTO THEFTS. CRITERIA FOR REFERRAL OF JUVENILE CASES TO THE COURTS AND CONFLICTING VIEWS ON IMMEDIATE VERSUS DELAYED ACCEPTANCE OF THE NEW AMERICAN BAR ASSOCIATION STANDARDS OF JUVENILE JUSTICE WERE ALSO CONSIDERED. NO WRITTEN TEXT IS PROVIDED WITH THE AUDIOCASSETTES. FOR SEPARATE TALKS, SEE NCJ 67693-67702.
