SUMMARY OF SOME OF THE FINDINGS OF A DETAILED STUDY OF JUVENILE JUSTICE SYSTEMS RECENTLY COMPLETED BY THE NATIONAL COUNCIL OF JUVENILE COURT JUDGES.
Abstract
THE PROJECT WAS CONDUCTED TO PROVIDE AN ASSESSMENT OF THE STATE-OF-THE-ART IN JUVENILE JUSTICE INFORMATION SYSTEMS BY DETERMINING THE EXTENT TO WHICH SUCH SYSTEMS ARE USED AND ANALYZING AN EXTENSIVE SET OF DEVELOPMENTAL AND ADMINISTRATIVE VARIABLES ASSOCIATED WITH THE SYSTEM. TWENTY AGENCIES AND INFORMATION SYSTEMS - SIX STATEWIDE, THREE COUNTY, AND ONE CITY - WERE SELECTED FOR ON-SITE INSPECTION BY THE STUDY TEAM. DATA WERE COLLECTED BY A DETAILED QUESTIONNAIRE ADMINISTERED IN A SEMI-STRUCTURED INTERVIEW AT EACH LOCATION. THE RESPONSES INDICATE THAT A WIDE VARIETY OF USES EXISTS AMONG THE SYSTEMS AS WELL AS A DICHOTOMY OF OPINION ON SYSTEM REQUIREMENTS. FOUR OPTIMAL REQUIREMENTS FOR EFFECTIVE COMPUTER-BASED JUVENILE JUSTICE INFORMATION SYSTEMS WHICH WERE REPEATEDLY IDENTIFIED IN THE SURVEY INCLUDE A FRAMEWORK FROM WHICH TO ADDRESS ISSUES, STANDARDIZED DATA DEFINITIONS AND UNITS OF COUNT, A DETAILED IMPLEMENTATION PLAN, AND AN INVESTIGATION OF THE UTILITY AND FEASIBILITY OF AN INTERAGENCY COMPREHENSIVE JUVENILE JUSTICE INFORMATION SYSTEM....EB
