A DESCRIPTION OF THE ADMINISTRATION OF JUVENILE JUSTICE IN ARIZONA, THE RELATIONSHIP BETWEEN THEORY AND REALITY IN THE ADMINISTRATION OF JUVENILE JUSTICE, AND RECOMMENDATIONS FOR IMPROVEMENT ARE PRESENTED.
Abstract
AN EXAMINATION OF LAW ENFORCEMENT ACTIVITIES AFFECTING JUVENILES, INTAKE AND DETENTION PROCEDURES OF THE JUVENILE COURT, THE CONCEPT OF JUVENILE COURT JURISDICTION AND ADJUDICATION, AND A DISCUSSION OF APPEALS, PROBATION, AND CORRECTIONS FOR JUVENILES ARE INCLUDED IN THE STUDY. THE REPORT FURTHER SCRUTINIZES THE EFFECTIVENESS OF THE IMPLEMENTATION OF THE ENTIRE BODY OF JUVENILE LAW, FROM CONSTITUTIONAL DECISIONS THROUGH STATE LAW AND LOCAL PROCEDURE. WHERE THE JUVENILE JUSTICE AGENCIES HAVE APPEARED WEAK, POSSIBLE SOLUTIONS ARE OFFERRED, DRAWN FROM THE GROWING BODY OF JUVENILE CASE LAW, EXPERIENCES IN ARIZONA AND OTHER JURISDICTIONS, AND THE NUMEROUS MODEL JUVENILE CODES FORMULATED IN THE PAST DECADE....RCB
