DISCUSSION OF ALTERNATIVES TO PROCESSING JUVENILE OFFENDERS THROUGH THE TRADITIONAL JUVENILE JUSTICE SYSTEM.
Abstract
JUVENILE COURTS HAVE BECOME OVERCROWDED, AND CORRECTIONAL FACILITIES ARE MORE CUSTODIAL THAN REHABILITATIVE. PROGRAMS WHICH ARE VOLUNTARY AND USE EXISTING SOCIAL SERVICES HAVE THE GREATEST POTENTIAL FOR MEANINGFUL HELP FOR THE YOUTHFUL OFFENDER. SCHOOLS, YOUTH SERVICE BUREAUS, AND COURT- AND POLICE DEPARTMENT-BASED PROGRAMS CAN MEET THIS NEED.
