Presentations made at a March 1992 hearing before the Senate Juvenile Justice Subcommittee focused on juvenile court procedures and proposals to include in the reauthorization of the Juvenile Justice and Delinquency Prevention Act.
Abstract
Witnesses at the hearing included judges, advocates, academics, and practitioners. Their presentations considered public confidence in juvenile courts, juvenile violence, the juvenile justice system as a dumping ground for the child welfare system, the provision of services to juvenile offenders, Federal policies to improve services to children and families involved with the juvenile justice system, juvenile court administration, and juvenile detention. Other presentations also looked at the American Bar Association's role in implementing fair and effective juvenile justice system standards, the need for increased Congressional oversight of the Juvenile Justice and Delinquency Prevention Act, juvenile access to counsel in delinquency proceedings, waiver of juvenile offenders to criminal court, punishment in juvenile courts, offense-based sentencing practices, and just deserts dispositions. Finally, presentations examined the link between community social structures and those who come to the attention of juvenile courts, juvenile drug use, juvenile court structure, due process and advocacy for juveniles, violent juvenile offenders, and proposals for changing the juvenile justice system to make it more responsive to the needs of juveniles.
