A plan of action was developed as a result of the October 1994 International Conference on Peace and Development in Central America to improve the administration of justice, respond to new forms of national and international organized crime, and enhance citizen safety and security.
Abstract
At the conference, Central American presidents affirmed their commitment to a region of peace, freedom, democracy, and development. The resulting plan focused on identifying where countries in the region stood on organized crime, public sector corruption, and crimes against the environment; on shaping a regional position on common problems; and on devising concrete mechanisms to coordinate efforts and resources. The plan outlines general policies and strategies, along with specific immediate actions, according to five key areas: (1) citizen security; (2) crimes against the environment; (3) public sector corruption; (4) new forms of organized crime; and (5) improving the management of systems for the administration of justice.
