Critical elements and implementation strategies of successful jury management programs which have reduced juror fees and time lost from employment and generally promoted a more positive relationship between the citizen and the criminal justice system are described.
Abstract
The Jury Management Program focuses on the standards for good jury management adopted in 1983 by a task force with representatives from the major national court organizations. Topics covered by the standards are selection of prospective jurors, selection of a particular jury, efficient jury management, juror performance, and deliberations. The 19 standards are outlined in the Appendix. The Jury Management Improvement Program's emphasis is on developing statewide capacities for standards development and implementation. Programs in jurisdictions which have been able to apply modern automated techniques to call jurors and manage jury operation are summarized. 13 references, successful project contacts. Appendix.
