Abstract
THE DEVELOPMENT OF THE JUDICIAL COUNCIL'S MOVEMENT FOR A PLANNING STRUCTURE IS TRACED, ALONG WITH ITS ACCOMPLISHMENTS AND FAILURES. CURRENT STRUCTURAL PATTERNS FOR POLICY PLANNING IN STATE JUDICIAL SYSTEMS ARE DESCRIBED, AS WELL. MOREOVER, GENERALIZATIONS ARE OFFERED ON TWO COURT MANAGEMENT GOALS: TO INCREASE THE EFFECTIVENESS OF JUDICIAL COUNCILS AND TO AUGMENT THE SALIENCE OF OTHER REFORMS IN THE COURT STRUCTURE.
