THE AUTHOR CONTENDS THAT THE CAUSE OF THE PUBLIC DISRESPECT FOR THE JUDICIAL SYSTEM IS THE BELIEF THAT JUDGES ARE ILL-TRAINED, INEPT, POLITICALLY APPOINTED, AND CORRUPT.
Abstract
HE PROPOSES THAT AMERICANS EMULATE THE FRENCH OR EUROPEAN SYSTEM OF SELECTING JUDGES WHICH HE OUTLINES AS A THIRD ALTERNATIVE TO THE APPOINTMENT OR THE ELECTIVE SYSTEMS WIDELY USED IN THE UNITED STATES. UNDER THIS SYSTEM, JUDGES ARE APPOINTED ON A STRICTLY MERIT BASIS AFTER A 28-MONTH COURSE OF STUDY AND JUDICIAL TRAINING.
