Abstract
THE PRAISE IS DIRECTED MAINLY AT HIS INSIGHT, DETERMINATION, AND ABILITY TO EFFECT THE CHANGES HE DESIRES. THE CRITICISM REFERS TO HIS ALLEGED LACK OF ADMINISTRATIVE ABILITY. MR. MILLER DESCRIBES HIMSELF AS AN ANTI-BUREAUCRAT WITH LITTLE PATIENCE FOR STATUS-QUO PRESERVATION.
