Abstract
Librarians may encounter special problems in dealing with inmates and jail administrators and must be prepared to function within rigid rules, often in the face of apathy or opposition. A short questionnaire can be used to survey inmates to determine service and materials needs. The library facility might be a room in the jail, bookmobile service, cart delivery, or books by mail; these methods vary in service quality, scheduling, and costs. No matter how small the collection, it should include popular books, current periodicals, and prerelease information. Specialized services might include literacy programs, high school completion, correspondence courses, and legal referral. The guide discusses funding, staffing, service options, and the physical setting. It makes recommendations for card catalogs, subscription records, checkout records, and collecting data on user preferences. A table lists the benefits and disadvantages of various formats, including paperbacks, games, and records. Also discussed are basic reference books, methods of obtaining materials, organization, and security. Appendixes contain a list of information sources, library standards for detention facilities, and samples of materials selection policies, library service policies, and interest surveys. Thirteen references are provided.
