Abstract
THE RECOMMENDATIONS INCLUDED ARE - PUTTING DRUNKS IN DETOXIFICATION CENTERS RATHER THAN IN JAIL, MORE EXTENSIVE USE OF RECOGNIZANCE BOND PROGRAMS, ISSUANCE OF SUMMONSES AND CITATIONS FOR PETTY OFFENSES IN LIEU OF ARRESTS, AND EXPANSION OF PROBATION SERVICES WHICH ARE CHEAPER THAN THE COST OF INCARCERATION.
