Abstract
THE MANUAL IS BASED ON A REVIEW OF PROCEDURES AND ADMINISTRATIVE TECHNIQUES USED BY SELECTED JAILS IN MISSOURI AND THROUGHOUT THE UNITED STATES, AND ON A STUDY OF THE LITERATURE ON JAIL MANAGEMENT. A SURVEY OF THE HISTORY AND PHILOSOPHY OF JAILS COVERS THE IMPORTANCE OF THE JAIL, CATEGORIES OF JAILS, THE ROLE OF THE CORRECTIONAL OFFICER, JOB DESCRIPTIONS, ORGANIZATIONAL CHARTS, AND THE JAIL AS A SETTING FOR INMATE SUPERVISION AND DISCIPLINE. GUIDELINES ARE PRESENTED FOR ADMISSIONS AND RELEASE PROCEDURES (INMATES' PERSONAL PROPERTY, BOOKING, CLASSIFICATION, JUVENILE PROCESSING, BAIL AND RECOGNIZANCE); JAIL ADMINISTRATION AND MANAGEMENT (REGULATIONS, DAILY LOGS, MAIL, VISITORS, PURCHASING FOR THE JAIL, CLOTHING AND LAUNDRY); AND PERSONNEL AND FISCAL MANAGEMENT (HIRING, TRAINING, BUDGETING). A SECTION ON JAIL PLANNING COVERS THE OVERALL PLANNING PROCESS, FACILITY PLANNING, AND JAIL PROGRAM PLANNING. OTHER SECTIONS CONCERN JAIL PROGRAMS (COMMUNITY RELATIONS, PROGRAM SERVICES, COMMUNITY-BASED PROGRAMS, LIBRARY SERVICES, RELIGIOUS SERVICES); SECURITY AND DISCIPLINE (SUPERVISION OF PRISONERS, HEAD COUNT PROCEDURES, INMATE AND JAIL SEARCHES, KEY TOOL, AND WEAPON CONTROL, ESCORT DUTY AND TRANSPORTATION OF INMATES); AND EMERGENCY PLANS AND PROCEDURES (ESCAPES, RIOTS, FIRE, FOOD POISONING, CIVIL DISTURBANCES IN THE COMMUNITY, CIVIL DEFENSE). GUIDELINES ARE ALSO PRESENTED FOR FOOD SERVICES (FOOD SERVICE PLANNING, FOOD PURCHASING, STORAGE AND PREPARATION, SANITATION AND SAFETY, INMATE COMMISSARY, INMATE FEEDING PROCEDURE); HEALTH AND MEDICAL SERVICES (MEDICAL PROGRAM, SICK CALL, MEDICATION CONTROL, SPECIAL INMATES); AND JAIL SANITATION (HOUSEKEEPING AND MAINTENANCE, VERMIN AND PEST CONTROL, ENVIRONMENT CONTROLS, WATER, PLUMBING, AND SEWAGE DISPOSAL). APPENDED MATERIALS INCLUDE PROCEDURES FOR CONDUCTING A JAIL ADMINISTRATION OPERATIONS COST ANALYSIS, AND A JAIL INSPECTION CHECKLIST. A BIBLIOGRAPHY AND AN INDEX ARE PROVIDED. (LKM)
