EMPIRICAL STUDIES OF THE RELATIONSHIP BETWEEN THE EFFECTIVENESS OF PREVENTIVE PATROL AND THE FACTORS OVER WHICH POLICE OFFICIALS HAVE DIRECT CONTROL ARE REVIEWED AND ASSESSED.
Abstract
THE REPORT OPENS WITH A DISCUSSION OF THE ASSUMPTIONS, DEFINITIONS, AND ANALYTICAL APPROACH EMPLOYED IN THE REVIEW. GENERAL CONCLUSIONS REGARDING THE NATURE AND QUALITY OF THE LITERATURE ARE ALSO NOTED. THE REPORT THEN CONSIDERS THE OBJECTIVES OF ROUTINE PATROL OPERATIONS, THE ASSUMED RELATIONSHIP BETWEEN THESE OBJECTIVES AND THE STRATEGIES AND TACTICS OF PATROL, AND THE INDICATORS USED TO MEASURE PATROL EFFECTIVENESS. CONCLUSIONS REGARDING THE CONTENT AND QUALITY OF LITERATURE RELATED TO SPECIFIC OPERATIONAL ISSUES ARE SUMMARIZED. THESE ISSUES ARE ADDRESSED IN DETAIL IN WORKING PAPERS ON THE FOLLOWING TOPICS: (1) PATTERNS OF PATROL (THE RELATIVE MERITS OF FIXED BEAT, SPLIT, RANDOM, AND SATURATION PATROL); (2) MODES OF PATROL (FOOT, BICYCLE, MOTOR SCOOTER, MOTORCYCLE, AND AUTOMOBILE PATROL, ONE-OFFICER AND TWO-OFFICER PATROL UNITS); (3) SUPERVISION OF UNIFORMED PATROL OFFICERS; (4) CHARACTERISTICS OF PATROL OFFICERS; (5) OFFICER PROFESSIONALISM; AND (6) ROUTINE PATROL IN THE COMMUNITY.
