COMMUNITY TREATMENT CENTERS SERVING MINORITIES AND/OR WOMEN SHOULD DEMONSTRATE THEIR ABILITY TO SIGNIFICANTLY ASSIST THESE POPULATIONS AND ACTIVELY SOLICIT EVALUATION BY MINORITY AND/OR FEMALES IN THE COMMUNITY.
Abstract
MOST SERVICE DEFICIENCIES REFLECT INEQUITIES IN THE CRIMINAL JUSTICE SYSTEM, SUCH AS SENTENCING DISPARITY, INTAKE CRITERIA WHICH DETRIMENTALLY AFFECT MINORITIES, LACK OF CONSIDERATION OF THE NEEDS OF THE OFFENDER'S FAMILY UNIT, AND PROFESSIONAL VIEWS OF MINORITY AND FEMALE LIFESTYLES AS DEFICIENT RATHER THAN DIFFERENT. THE ONLY WAY TO LIMIT RACISM AND SEXISM WITHIN COMMUNITY TREATMENT CENTERS IS TO TRAIN PERSONNEL WHO ARE NONMINORITY TO BE BICULTURAL RATHER THAN UNICULTURAL AND EMPLOY MINORITY AND FEMALE PERSONNEL TO PROVIDE BALANCE TO THE AUTHORITY MODELS WITHIN THE AGENCY. A PERSONNEL MULTI-RESOURCE BANK COULD BE DEVELOPED BY ARTICULATING SPECIFIC COMPETENCIES A CENTER EMPLOYEE MUST HAVE BEFORE WORKING WITH MINORITIES AND WOMEN. EFFECTIVE PROGRAMMING SHOULD INCLUDE RELEVANT INDIVIDUAL AND GROUP COUNSELING, EMPLOYMENT COUNSELING AND DEVELOPMENT; VOCATIONAL COUNSELING, TRAINING, AND REFERRAL; ACADEMIC EVALUATION AND PLACEMENT; AND COMMUNITY RESOURCE IDENTIFICATION AND EVALUATION. THE TENDENCY TO ROUTINIZE AND STANDARDIZE PROGRAM SERVICES AND TREATMENT AND FOR STAFF TO BECOME DETACHED FROM RESIDENTS SHOULD ALSO BE RECOGNIZED AND AVOIDED. A BIBLIOGRAPHY IS INCLUDED.
