Abstract
THE LACK OF A CONSISTENT AND COMPREHENSIVE DEFINITION OF PERSONAL PRIVACY OR THE RIGHT TO PRIVACY IS DISCUSSED. ATTEMPTS TO REFORMULATE THE GENERAL CONCEPT: OF PRIVACY SECURITY, AND CONFIDENTIALITY ARE CONSIDERED. THE CONTRIBUTIONS OF BOTH THE PRIVATE AND PUBLIC SECTORS TOWARD THIS END ARE DISCUSSED. PROGRESS TOWARD DEVELOPMENT OF FORMAL GUIDELINES AND SAFEGUARDS IS SEEN TO BE SLOW. ONE PARTICULARLY NEGLECTED AREA IS SAID TO BE THAT OF CRIMINAL JUSTICE INFORMATION IN WHICH THE DATA SUBJECT WHO COMES IN CONTACT WITH ANY PART OF THE CRIMINAL JUSTICE SYSTEM IS SELDOM OFFERED GUARANTEES FOR PRIVACY OR ANY RECOURSE FOR ACTION IF HIS PRIVACY IS INDEED ABUSED.
