COMMUNITY PARTICIPATION IN ISSUES OF CITIZEN INTERACTION WITH THE CRIMINAL JUSTICE SYSTEM MEASURES THE AMOUNT OF CONTROL CITIZENS SHOULD EXERCISE OVER THAT SYSTEM.
Abstract
THE AUTHOR REVIEWS THE HISTORICAL EMERGENCE OF COMMUNITY PARTICIPATION AND CONTROL TO SHED LIGHT ON THE PROBLEMS OF ALIENATION THAT THE POLICE AND THE COMMUNITY ARE EXPERIENCING. COMMUNITY PARTICIPATION OFTEN INCLUDED STUDYING THE NATURE OF PROBLEMS OF THE TARGET AREA AND ALTERNATIVE SOLUTIONS BY CITIZENS' ASSOCIATION WITH CIVIC, BUSINESS, AND EDUCATIONAL GROUPS. COMMUNITY CONTROL AND PROFESSIONALIZATION OF THE POLICE ARE OFFERED AS REMEDIES TO THE PUBLIC'S OFTEN STATED HATRED, MISTRUST, AND OVERT ANTAGONISM OF THE POLICE, ESPECIALLY BY MANY BLACK CITIZENS. PROS AND CONS OF COMMUNITY CONTROL ARE DISCUSSED AND INCLUDE ARGUMENTS WHICH STATE THAT COMMUNITY CONTROL SUPPORTS SEPARATISM AND THOSE WHICH STATE THAT COMMUNITY CONTROL WOULD NOT APPRECIABLY INCREASE THE AMOUNT OF SEGRATION AND RACISM CURRENTLY IN EXISTENCE.
