THIS 1978 ANNUAL REPORT ON THE WORK OF THE ISRAELI POLICE USES STATISTICAL TABLES AND DISCUSSION TO ILLUSTRATE POLITICAL, SOCIAL, AND ECONOMIC CHANGES OCCURRING DURING THE YEAR.
Abstract
THESE CHANGES DO NOT ALWAYS CONTRIBUTE TO LAW AND ORDER BUT LEAD TO ACCELERATED INCREASES IN CRIME, WHICH ISRAEL HAS WITNESSED IN RECENT YEARS. MOST OF THE EFFORTS OF THE POLICE FORCE IN 1978 WERE DIRECTED TOWARD CONSOLIDATING THE REORGANIZATION OF MANPOWER, PARTICULARLY IN THE FIELD OF INVESTIGATIONS. CHANGES WERE ALSO MADE IN THE ORGANIZATIONAL STRUCTURE OF THE FORCE'S NATIONAL HEADQUARTERS. THE HEADQUARTERS NOW COMPRISES FOUR DEPARTMENTS: STAFF FUNCTIONS, ADMINISTRATION, INVESTIGATION AND SUPPRESSION OF CRIME, AND POLICING AND SECURITY OPERATIONS. THE POLICE FORCE MAINTAINED ITS EFFORTS TO DEVELOP THE OPERATIONAL ABILITY TO COPE WITH TERRORIST ACTIVITIES, WHICH INCREASED CONSIDERABLY IN 1978. THE YEAR ALSO SAW AN INCREASE OF 4.6 PERCENT IN THE NUMBER OF CRIMINAL CASEFILES, THE LOWEST RATE OF GROWTH IN RECENT YEARS. THIS SLOWDOWN WAS ESPECIALLY NOTICEABLE IN RATES OF PROPERTY OFFENSES, PARTICULARLY BUSINESS CRIMES, WHICH DECREASED BY 2 PERCENT. THE DETECTION OF VICTIMLESS CRIME ALSO IMPROVED DUE TO THE REDEPLOYMENT OF THE INVESTIGATIONS DEPARTMENT. A TOTAL OF 360 DRUG DEALERS WERE APPREHENDED DURING 1978, A MARKED INCREASE OVER PREVIOUS YEARS. TO MAINTAIN PUBLIC ORDER AND INTERNAL SECURITY, 110 LARGE-SCALE OPERATIONS WERE ALSO UNDERTAKEN. THE REPORT COMMENTS ON CIVIL AND BORDER GUARDS, TRAFFIC, RESEARCH AND DEVELOPMENT, INTERNATIONAL CONTACTS, LEGAL ASSISTANCE, TRAINING, AND MANPOWER.
