There are overlapping responsibilities and duplication of activities among State and regional staff charged with administering LEAA funds in Iowa. A clarification of intergovernmental relations and an administrative reorganization are recommended to smooth the grant process.
Abstract
The State should establish uniform administrative requirements to assure consistent administration of block grant awards to eligible jurisdictions and should limit the State Planning Agency's role. It should empower local jurisdictions to submit block grant applications to the Crime Commission, to control fiscal costs. All staff funding should be in accordance with the maximum salaries established under Federal law. An appendix includes a discussion of the commission's policy and functions. Study data and illustrations are provided.
