This manual was developed both for law enforcement investigators of white collar crime and for the supervisors who interact with investigators in this field.
Abstract
The introductory chapter includes a definition of white collar crime; reasons to combat white collar crime; reasons used to avoid dealing with it; the impact of white collar crime on individuals, businesses, and governments; the relationship between white collar crime and other law enforcement areas; elements of white collar crime; and white collar crime classifications. The chapter on the organization of agency efforts to combat white collar crime discusses intra-agency standards, relations with other parts of the parent agency, relationships with other agencies, public communications, prosecutor-lawyer-investigator relationships, information exchange, and personnel selection. Subsequent chapters cover components of intelligence-gathering in white collar crime enforcement and elements of investigations, including interviewing and interrogation, covert operations, public records, evidence handling procedures, use of victims and witnesses, and prosecution. Computers can be used as a tool of crime and as an investigative resource; these issues are discussed separately. The final chapter discusses ways of evaluating a white collar crime effort. 4 appendixes
