Abstract
THE FIRST PURPOSE OF THE STUDIES IS TO PROVIDE INFORMATION FOR THE GUIDANCE OF POLICY PLANNERS AND OPERATORS OF DRUG CONTROL SYSTEMS. A SECONDARY GOAL IS TO ASCERTAIN WHETHER THERE ARE CHARACTERISTICS OF DRUG USE WHICH TRANSCEND THE CULTURAL MILIEU OF INDIVIDUAL COUNTRIES. ONE CHARACTERISTIC OF THE PHENOMENON OF DRUG ABUSE IS THE AFFERENT CULTURAL SPECIFICITY BOTH OF THE PHENOMENON ITSELF AND OF THE VARIETY OF SOCIAL RESPONSES WHICH CAN BE BROUGHT TO BEAR ON IT IN ATTEMPTING TO ACHIEVE EFFECTIVE CONTROLS.
