This sound-slide training program presents an overview of parking control systems and is designed for use in training new parking enforcement employees.
Abstract
The purposes of parking control are noted; the basic purpose is to support traffic on the street. Other goals are to balance the use of limited parking spaces, to prevent motorists from blocking access to property, and to prevent unnecessary traffic congestion. Parking control officers should enforce parking regulations reasonably. Violation categories include time, space, blocking, prohibited, and special. Differences in the legal meaning of parking, stopping, and standing are explained. Two enforcement policies must be understood by the officer: the department's official policy and the officer's own, which entails interpretation of the official policy. The officer needs to exercise some tolerance in enforcing parking regulations. Also explained are the enforcement of specific regulations, issuance of a summons, the importance of police-community relations, the problem of defective parking meters, and impoundment of a vehicle. Special attention is given to handicapped parking zones.
