This study of community-based programs for serious juvenile offenders describes and analyzes intervention strategies and models of operation for 11 programs across the country.
Abstract
Program aspects examined were underlying conceptualizations, factors in program startup and continuation, and the basic program operations as implemented. Fourteen ingredients to be considered in the design and management of these kinds of programs were identified. These ingredients are grouped in six categories: case management, reintegration, involvement and achievement, control and security, education, and counseling. Ingredients include behavioral contracting, a rating or reporting system to measure progress, early initiation of aftercare planning involving the client, and frequent opportunities for achievement. Planners and practitioners are advised to consider the range of components, practices, and features available for achieving reintegrative programming before selecting that combination which best suits community needs. The means are available to provide deterrence, accountability, and social control. Seventeen references are provided.
