Testimony, prepared statements, and additional materials examine international terrorism and efforts to combat it, with particular attention to the linkages between terrorist activities and drug trafficking.
Abstract
Evidence is reviewed of the increasing involvement of terrorist groups in the illicit drug trade. The effects of this involvement on the economy, health, and morals is considered; the role of drug trafficking in financing terrorist activities is examined. Particular challenges of State-sponsored terrorism are discussed, and the roles of specific Middle Eastern and Central American countries in terrorism and drug trafficking are outlined. Activities of specific terrorist groups also are reviewed. Also discussed is the symbiotic relationship between terrorists and drug traffickers and the increasing use of terrorist tactics by traffickers. Investigative and other international drug law enforcement efforts are detailed, particularly activities carried out by the Drug Enforcement Administration and the Department of Defense. The reporting requirements of the Intelligence Oversight and War Powers Act are presented, as are legislative and policy reforms that could aid in counterterrorist efforts. Finally, apprehension, prosecution, and punishment of international terrorists are considered with reference to five multilateral, global conventions and the need for international cooperation.
