This report describes the efforts and accomplishments of the United States and other countries international drug law enforcement efforts during 1994 and priorities for the future.
Abstract
Major accomplishments included the introduction of legislation restricting the spread of precursor chemicals and the use of financial institutions for money laundering, as well as arrests of major traffickers, increased drug seizures on several major trafficking routes, sustained eradication efforts in several areas. However, the main drug trafficking organizations were active in heroin and cocaine distribution and used increasingly sophisticated methods. The United States government used both traditional and public diplomacy in the crucial drug countries to make governments aware and accountable for their role in drug law enforcement. Most governments have been reluctant to conduct effective crop eradication programs. Close cooperation existed between the United States and other governments at lower levels. Political will is the crucial element in international drug law enforcement. Future efforts must focus not only on eradication of drugs at the source but also on money laundering and other aspects of the financial transactions involved.
