THE RESULTS OF AN INTERNATIONAL SURVEY CONCERNING THE RELATION BETWEEN EDUCATION AND EMPLOYMENT, AND JUVENILE DELINQUENCY ARE SUMMARIZED.
Abstract
THE STUDY, SPONSORED BY THE INTERNATIONAL ASSOCIATION OF YOUTH AND FAMILY COURT MAGISTRATES, IS BASED ON THE RESPONSES TO A QUESTIONNAIRE GIVEN TO 45 COUNTRIES IN AFRICA, ASIA, AUSTRALIA, EUROPE, THE MIDDLE EAST, NORTH AMERICA, AND SOUTH AMERICA. TOPICS ARE DIVIDED INTO FIVE SUBJECT AREAS: (1) JUVENILE JUDGES' INFLUENCE ON EDUCATION AND EMPLOYMENT PROGRAMS, (2) EDUCATION AND EMPLOYMENT FACTORS IN JUVENILE DELIQUENCY; (3) PROVISIONS FOR SPECIAL EDUCATION FOR HANDICAPPED CHILDREN, SLOW LEARNERS, AND DISTURBED CHILDREN; (4) COURSES IN CHILD REARING AND THE DUTIES OF PARENTHOOD; AND (5) THE AGE LIMITS AND LEGAL RESTRICTIONS ON JUVENILE EMPLOYMENT. MOST JUDGES SURVEYED FELT THAT THEY DID NOT EXERT ANY DIRECT INFLUENCE ON SUCH PROGRAMS IN THEIR COUNTRY. THE REPLIES TO THE OTHER SUBJECT AREAS, WHICH ARE NOT STATISTICALLY ANALYZED BUT SUMMARIZED ACCORDING TO CONTINENT, VARY GREATLY ACCORDING TO A COUNTRY'S GEOGRAPHIC LOCATION, SOCIAL STRUCTURE, STATE OF DEVELOPMENT, ECONOMIC SYSTEM, AND POLITICAL PHILOSOPHY. NO CONCLUSIONS ARE DRAWN FROM THE SURVEY. --IN FRENCH. (SAJ)
