TREATS HIGHLIGHTS OF MAJOR COUNCIL ACTIVITIES WITH A TENTATIVE PROPOSAL FOR FUTURE ACTIVITIES AND AN OVERVIEW OF FEDERAL JUVENILE DELINQUENCY PROGRAMS.
Abstract
COUNCIL ACTIVITIES WERE DIVIDED INTO OBJECTIVES, COORDINATION, MANAGEMENT, EVALUATION, AND SHORT-TERM IMPACT. OBJECTIVES WERE TO DEVELOP ACTION PROGRAMS, RESEARCH, EVALUATION AND DATA BASES. COORDINATION INCLUDED THE DEVELOPMENT OF STRATEGIES LINKING FEDERAL, REGIONAL, STATE, AND LOCAL LEVELS OF GOVERNMENT. RECOMMENDATIONS ARE OFFERED FROM ANALYSIS OF THE MANAGEMENT OF FEDERAL AGENCY JUVENILE DELINQUENCY AND YOUTH DEVELOPMENT PROGRAMS. EVALUATION INVOLVED THE ESTABLISHMENT OF AN INFORMATION SYSTEM ON JUVENILE DELINQUENCY AND YOUTH DEVELOPMENT PROGRAMS, THE DEVELOPMENT OF EVALUATION GUIDELINES, AND AN ANALYSIS OF THE STATE OF THE ART REGARDING EVALUATION TECHNIQUES. EIGHT HIGH IMPACT CITIES COORDINATION MODELS WERE INITIATED. OBJECTIVES, TYPES OF ASSISTANCE, USES AND RESTRICTIONS, ELIGIBILITY REQUIREMENTS, APPLICATION AND AWARD PROCESS, AND FINANCIAL INFORMATION IS INCLUDED FOR EXISTING FEDERAL PROGRAMS IN JUVENILE DELINQUENCY.
