This article describes the development and capabilities of the Intelligence Manager and Intelligence Analyst software utilized by the Pennsylvania State Police.
Abstract
The Intelligence Manager and Intelligence Analyst software, manufactured by Virginia-based Memex Inc., allows the Pennsylvania State Police to automate their intelligence information for greater dissemination among officers. The concept that intelligence breeds intelligence was the force behind the creation of the system. Automating intelligence information conceivably aids officers in preventing crime, rather than only responding to crimes that have already been committed. The author describes the process through which the automated system was bid on and developed for use with Pennsylvania’s strict State law regarding the automation of confidential information. Other system requirements include the ability to provide different access levels, Y2K-compliant, user-friendly, Windows-compliant, customizable reports, and ability to operate on an enterprise network. The system capabilities and implementation with the Pennsylvania State Police are described. Currently, the Pennsylvania State Police are working toward sharing information with other State agencies. Without proper dissemination, good intelligence goes to waste.
