This guide presents information about, and guidance on the application of, the Comprehensive Career Criminal Program (CCCP) and its components, the Integrated Criminal Apprehension Program (ICAP), and the Career Criminal Program (CCP).
Abstract
The CCCP is a broad-reaching program that centers on the identification and removal from society of the serious career offender. The CCCP includes the ICAP and CCP aspects. The ICAP focuses on increasing the efficiency and effectiveness of all police services, and the CCP seeks to aid prosecutors in increasing the convictions of career criminals. The program as a whole stresses the employment of structured management and technical processes in the delivery of police services and in the joint police and prosecutor conduct of identification, case preparation, prosecution, and sentencing. The CCCP aims to identify and strengthen the basic process that occurs in all service delivery functions, including the flow from data collection through analysis, planning' and final activity. The desired major outcomes include reduced crime rates for serious offenses and an increased number of years serious offenders are removed from their criminal careers. The description of each program includes information on its definition and scope, the background and problems addressed, program elements and processes, and the cost of implementation.
