This article describes the structure, use, and benefits of the Enforcement Court Information System (ECIS), an integrated court case and financial management system that was implemented in 1989 in the Bahrain Courts of Enforcement.
Abstract
The Systems Department of the Ministry of Justice developed ECIS in-house as part of a comprehensive Bahrain Court Information System (BCIS) that already included civil, criminal, and domestic modules. Like Other BCIS modules, ECIS uses Computer Associates database and fourth-generation programming products on an IBM ES 9000 computer. The ECIS database includes typical case management system records: case summary, participant, docket and tracking, even, print image, and lookup tables; however ECIS also included receipt and disbursement transaction records and performance records. The financial component of ECIS is a subsidiary ledger. Integration of financial and case information in a single system makes for a complete and consistent database. Administrator-maintained access tables control the ability of each user to select each menu option from each defined location. A formal evaluation of ECIS in 1993 developed post-implementation measurements from system data. Pre-implementation and post- implementation indicators showed aspects of the success of ECIS, and significant improvements have continued since.
