THE ROLE OF LAW ENFORCEMENT AND THE JUVENILE COURT IN THE INTAKE PROCESS, WITH REVIEWS OF CURRENT PRACTICES AND PROCEDURES IN BOTH AND SUGGESTED GUIDELINES FOR IMPROVED SCREENING AND DIVERSION OF YOUTH.
Abstract
THE FRAMEWORK OF LAW ENFORCEMENT JUVENILE OPERATIONS IN THE CONTEXT OF PRESENT-DAY ENABLING LEGISLATION AND PRACTICES IS FIRST DISCUSSED. LAW ENFORCEMENT INTAKE DETERMINATIONS AND PROCEDURES ARE INVESTIGATED, AND SUGGESTIONS FOR CHANGES IN PRACTICES ARE MADE. THE ORGANIZATION AND ADMINISTRATION OF LAW ENFORCEMENT JUVENILE CONTROL UNITS IS THEN STATED, AND SUGGESTED STAFFING PATTERNS, TRAINING GUIDES, AND THE NEED FOR AUTONOMOUS OPERATION ARE REVIEWED. A SUMMARY OF RECOMMENDATIONS FOR LAW ENFORCEMENT, INCLUDING IMPROVEMENTS IN RECORDS, DISCRETION, TRAINING, AND THE USE OF YOUTH-SERVING AGENCIES IS PROVIDED. THE LEGAL BASES FOR THE JUVENILE COURT INTAKE PROCESS, INTAKE DETERMINATIONS AND PROCEDURES, PRESENT-DAY FAULTS OF THE JUVENILE COURT SYSTEM, THE ORGANIZATION AND ADMINISTRATION OF THE JUVENILE COURT INTAKE UNIT, AND THE ROLE OF VOLUNTEERS IN THE COURT SYSTEM ARE ALSO DISCUSSED.
