CALLS FOR A HALT TO INSTITUTIONAL CONSTRUCTION ON THE GROUNDS THAT WE NEED TO TRY TO ACHIEVE THE POTENTIAL OF COMMUNITY TREATMENT.
Abstract
THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY CONCLUDES THAT ONLY ABOUT 15 PERCENT OF THE PEOLPE INCARCERATED SHOULD ACTUALLY BE THERE. TO ALLOCATE FUNDS FOR INSTITUTIONS BEFORE MAKING THE GREATEST POSSIBLE USE OF COMMUNITY CORRECTION WILL INCREASE RATHER THAN INCREASE INSTITUTION POPULATIONS. IT WILL ABSORB MANPOWER AND MONEY THAT WOULD BE BETTER USED FOR COMMUNITY CORRECTION.
