FUNCTIONS OF MILITARY POLICE, INSTALLATION FORCE STRUCTURE, AND MILITARY POLICE MOBILIZATION PLANNING ARE ANALYZED AS THEY PERTAIN TO THE NATURE OF MILITARY LAW ENFORCEMENT.
Abstract
SOURCES OF INFORMATION FOR ANALYSIS INCLUDED U.S. ARMY REGULATIONS, MILITARY PUBLICATIONS, MILITARY POLICE MANPOWER SURVEY, QUESTIONNAIRES ADMINISTERED TO SEVERAL ARMY INSTALLATION PROVOST MARSHALS, INTERVIEWS AND DISCUSSIONS WITH MILITARY POLICE STAFF OFFICERS, AND PERSONAL EXPERIENCES OF THE RESEARCHERS. CONSIDERATION WAS GIVEN TO MILITARY POLICE FUNCTIONS (COMBAT SUPPORT FUNCTIONS, FUNCTIONS IN THE CONTINENTAL UNITED STATES (CONUS), NONPOLICE-ORIENTED FUNCTIONS, FUNCTIONS REQUIRING MORE EMPHASIS, AND FUNCTIONS TO BE ELIMINATED), FORCE STRUCTURE PLANNING, FORCE REDUCTIONS, CRIME TRENDS AND RATES AT MILITARY INSTALLATIONS IN THE CONUS, CIVILIZATION OF SPACES IN MILITARY POLICE UNITS, THE MILITARY POLICE STRUCTURE AT CONUS INSTALLATIONS, AND THE DETERMINATION OF POSTMOBILIZATION MILITARY POLICE SUPPORT REQUIREMENTS. FUNCTIONS OF MILITARY POLICE INVOLVE CIRCULATION CONTROL OF TRAFFIC AND INDIVIDUALS; SECURITY OF LINES OF COMMUNICATION, INSTALLATIONS, PORTS AND HARBORS, FACILITIES, AND MOVEMENTS OF CRITICAL OR SENSITIVE PERSONNEL AND EQUIPMENT; ADMINISTRATION AND ENFORCEMENT OF ACTIVITIES IN SUPPORT OF GOVERNMENT OBLIGATIONS AND RESPONSIBILITIES UNDER THE GENEVA CONVENTIONS AND OTHER APPLICABLE HUMANITARIAN LAWS FOR THE PROTECTION OF WAR VICTIMS; ENFORCEMENT OF MILITARY LAWS, ORDERS, AND REGULATIONS; PARTICIPATION IN ACTION PROGRAMS SUPPORTIVE OF INTERNAL DEFENSE AND STABILITY OPERATIONS; PREVENTION AND INVESTIGATION OF CRIME; COLLECTION, EVALUATION, AND DISSEMINATION OF POLICE INTELLIGENCE AND INFORMATION; CONFINEMENT AND CORRECTIONAL TREATMENT OF MILITARY PRISONERS; AND SUPPORT OF CIVIL AUTHORITIES AND OTHER MILITARY AGENCIES DURING DOMESTIC DISTURBANCES AND DISASTERS. TWO FUNCTIONS REQUIRING MORE EMPHASIS ARE THE PREVENTION AND NEUTRALIZATION OF TERRORIST ACTIVITIES OCCURRING ON OR AGAINST MILITARY INSTALLATIONS AND PROVISION FOR THE PREVENTION OF JUVENILE DELINQUENCY ON MILITARY INSTALLATIONS. THE REQUIREMENT TO REGISTER VEHICLES ON MILITARY INSTALLATIONS SHOULD BE ELIMINATED, ALTHOUGH IT IS RECOMMENDED THAT TRAFFIC VIOLATION POINTS ON DRIVERS BE MAINTAINED. IT IS CLEAR THAT A SUBSTANTIAL EFFORT IS NEEDED TO INSURE THAT REGULATORY DOCUMENTS PROMULGATING FUNCTIONAL RESPONSIBILITIES BE CONTINUALLY UPDATED TO MINIMIZE CONFUSION. THE ARMY MUST ALSO INSURE THAT THE NECESSARY MILITARY POLICE FORCE STRUCTURE IS CAPABLE OF PROVIDING FOR THE PERFORMANCE OF INSTALLATION-ORIENTED MILITARY POLICE FUNCTIONS DURING PEACETIME WHILE ASSURING THAT APPROPRIATE MOBILIZATION PLANNING IS ACCOMPLISHED TO MEET WARTIME CONTINGENCIES OVERSEAS AND AT CONUS MOBILIZATION INSTALLATIONS. SUPPORTING TABLES AND FIGURES AND A BIBLIOGRAPHY ARE PROVIDED. THE QUESTIONNAIRE AND SUMMARY COMMENTS ARE APPENDED. (DEP)
