A PROGRAM THAT PROVIDES 1-YEAR FELLOWSHIPS IN COURT ADMINISTRATION IS DESCRIBED.
Abstract
THE JUDICIAL FELLOWS PROGRAM WAS ESTABLISHED IN 1973 THROUGH THE EFFORTS OF THE U.S. SUPREME COURT CHIEF JUSTICE IN HIS ROLE AS CHIEF ADMINISTRATIVE OFFICER OF THE JUDICIARY. THE PROGRAM WAS DESIGNED TO PROVIDE STAFF ASSISTANCE TO THE CHIEF JUSTICE AND HIS ADMINISTRATIVE ASSISTANT, TO INTEREST SCHOLARS IN THE PROBLEMS OF JUDICIAL ADMINISTRATION, TO GIVE SCHOLARS FIRSTHAND EXPERIENCE IN THE FIELD, AND TO EXPOSE FEDERAL JUDICIAL ADMINISTRATORS TO THE INSIGHTS OF PERSONS TRAINED IN OTHER DISCIPLINES. THE PROGRAM'S SELECTION PROCESS AND CRITERIA ARE DESCRIBED, TOGETHER WITH THE BACKGROUNDS, FELLOWSHIP ASSIGNMENTS, AND SUBSEQUENT ACTIVITIES OF THE 15 PERSONS WHO HAVE PARTICIPATED IN THE PROGRAM. NEARLY ALL OF THE FELLOWS HAVE BEEN UNIVERSITY TEACHERS AT THE TIME OF THEIR SELECTION, ALTHOUGH MOST HAVE HAD 'REAL-WORLD' AS WELL AS ACADEMIC EXPERIENCE. THEIR BACKGROUNDS ARE VARIED--POLITICAL SCIENCE, LAW, PSYCHOLOGY, BUSINESS ADMINISTRATION. ON THE WHOLE, FELLOWS WHO HAVE WORKED AT THE FEDERAL JUDICIAL CENTER (THE RESEARCH, DEVELOPMENT, AND TRAINING ARM OF THE JUDICIARY) HAVE BEEN INVOLVED IN ONE OR TWO LARGE PROJECTS, SUCH AS THE EVALUATION OF COMPUTER-ASSISTED LEGAL RESEARCH IN THE COURTS. FELLOWS ASSIGNED TO THE CHIEF JUSTICE'S ADMINISTRATIVE ASSISTANT HAVE BEEN EXPOSED TO A WIDE RANGE OF ACTIVITIES. THAT THE PROGRAM OFFERS POLITICAL SCIENTISTS AN OPPORTUNITY TO BECOME INVOLVED IN THE JUDICIARY IS EMPHASIZED. ONE FELLOW'S REFLECTIONS ON HIS EXPERIENCES IN THE PROGRAM ARE PRESENTED. A TABLE SUMMARIZING INFORMATION ABOUT THE 15 FELLOWS IS INCLUDED. (LKM)
