As part of an inquiry into the problems of the Prison Services in the United Kingdom, this volume describes pay determination for correctional personnel, pay scales, and prison environment allowances.
Abstract
It includes a discussion of the development of the present method of determining the basic pay of the prison officer and works grades and night patrols in England and Wales (officers in the Scottish service have their pay aligned with corresponding grades in England and Wales). In addition, it covers the conditions of service which apply broadly to prison officers. These include annual leave, privilege holidays, sick leave, special leave, overtime, public holiday payments, travel rules, superannuation, compensation for loss of personal property, and parliamentary candidature. Three papers outline background information for determining rates of pay for nonindustrial prison service grades and the procedure for dealing with sectional pay claims. They take up the issue of allowances. These allowances are paid at varying rates to members of nonindustrial prison services and to industrial staff employed in prisons, borstals and detention centers in England, Scotland, and Wales in recognition of the uncongenial atmosphere and the security restrictions which they experience in these establishments. Also, special payment, or 'lead,' intended to compensate the staff in mental hospitals for especially onerous duties, is described in a paper by the Civil Service Department.
