This report describes and evaluates seven model projects funded by the Texas Department of Human Resources to strengthen existing child abuse and neglect prevention and treatment programs and develop innovative ones.
Abstract
The projects sought to strengthen permanency planning, expand urban and rural sexual abuse programs, and improve intake, investigation, in-house service delivery, and information system capabilities. Each project description covers objectives, problem areas, needs, and a yearly evaluation report. The Model for Child-Placing Decisions created a mathematical model to match children needing out-of-home placement with appropriate programs. The Assertiveness for Neglecting Mothers project tried to increase the self-esteem and parent attitudes of neglecting mothers through group therapy. The Monitoring and Evaluation for Protective Services Project began the creation of a regionally based information system by focusing on entering information about ongoing protective services cases into the system and expanding the numbers and types of output reports. The Rural Sexual Abuse Services Project resulted in more confirmed child sexual abuse cases and improved investigations. The Sexual Abuse Prevention and Treatment Project successfully addressed the problem of child sexual abuse in Taylor County. The Special Investigative Services Project integrated the expertise of law enforcement and protective services, while the Waco Center for Youth Liaison Project improved the coordination of services for emotionally and behaviorally disturbed children in the managing conservatorship of the Department of Human Resources.
