This report provides descriptive information on inmate escapes from facilities of New York State's Department of Correctional Services between 1988 and 1992, along with demographic and legal history information on escapees.
Abstract
Over the 5-year period, 47 inmates escaped from custody. The rate of escapes per 1,000 inmates showed a downward trend. The majority of escapees were minimum- security inmates or medium-custody inmates assigned to work details outside of the security perimeter. Over the 5-year period, 21 percent of escapes occurred at maximum-security prisons, 19 percent at medium-security facilities, and 60 percent at minimum-security facilities. In 1992, inmates who escaped were incarcerated for murder, robbery, forgery, and burglary. Of the 47 escapees, 38 percent had served a prior commitment at a State prison and 26 percent had been previously incarcerated at a local jail; 64 percent were serving a minimum sentence of less than 3 years. Of the 47 escapees, 57 percent were caught within 12 hours and 87 percent were apprehended within 72 hours. Appendixes summarize escapes by facility and methods of escape.
