The paper describes the Missouri inmate drug abuse treatment program, examines correctional drug abuse treatment programs in other States, and raises issues for State officials to consider in evaluating their correctional drug abuse rehabilitation programs.
Abstract
Missouri's Three by Three and Home Drug Treatment Program includes a 3-month institutional phase, a 3-month halfway house phase, and a 9-month community release phase. It consists of a structured schedule of work activities and therapeutic techniques to help inmates think and plan for the future in a supportive atmosphere. Although most States have some form of drug abuse treatment programs, the Missouri program is unique in that it combines components of professional counseling, prerelease services, and systematic monitoring of inmate drug abuse by using urinalysis tests. States must consider program funding and evaluation in future plans. The report looks specifically at programs in Florida, Oklahoma, and New York. It includes five references, data on inmate treatment programs in the 50 States and the District of Columbia, and graphic data.
