NECESSARY CAPABILITIES OF AN INFORMATION HANDLING SYSTEM FOR POLICE AND COURT RECORDS ARE EXAMINED IN THIS REPORT TO THE INDIAN JUSTICE COMMISSION.
Abstract
AN INFORMATION SYSTEM FOR POLICE AGENCIES MUST BE ABLE TO HANDLE DISPATCH INFORMATION, EVENT INFORMATION, CASE INFORMATION INCLUDING FOLLOWUP REPORTS, REPORTING AND ACCESS TO OTHER SYSTEMS SUCH AS UNIFORM CRIME REPORTS, AND PATROL AND INVESTIGATION SUPPORT DATA. A SYSTEM THAT CAN BE USED AS A BASIS FOR CRIME ANALYSIS SHOULD PROVIDE THE FOLLOWING INFORMATION: THE METHOD OF INDIVIDUAL CRIMINAL OPERATION, PATTERN RECOGNITION, FIELD INTERROGATION AND ARREST DATA, CRIME REPORT DATA, INCIDENT REPORT INFORMATION, OFFICER DAILY ACTIVITY REPORTS, AND TRAFFIC REPORTS. FOR USE AT THE LOCAL, STATE, OR REGIONAL LEVEL IN PLANNING AND EVALUATION, AN INFORMATION SYSTEM SHOULD PROVIDE THE FOLLOWING DATA ABOUT CRIME: INCIDENT DEFINITION, TIME, LOCATION, INCIDENT CHARACTERISTICS AND CONSEQUENCES, OFFENDER CHARACTERISTICS, TYPE OF ARREST, AND WITNESSES AND EVIDENCE. THE KEYSORT SYSTEM IS RECOMMENDED FOR USE BY POLICE AND THE INDIAN JUSTICE COMMISSION IN THE STATE OF NEVADA. THE SYSTEM CONSISTS OF ARREST AND CASE REPORTS AND COMPLAINT CARDS. THE SYSTEM IS EFFICIENT, QUICK, SIMPLE, EXPANDABLE, FLEXIBLE AND ECONOMIC. FIGURES ILLUSTRATING OUTPUTS OF THE KEYSORT SYSTEM ARE INCLUDED. WITH REGARD TO A COURT RECORD SYSTEM FOR A CONSOLIDATED INDIAN JUSTICE SYSTEM, CONSIDERATION IS GIVEN TO SENDING INFORMATION FROM INDIAN TRIBAL COURTS TO THE INDIAN JUSTICE COMMISSION AND TO PERSONNEL REQUIREMENTS. IT IS RECOMMENDED THAT OPEN-SHELF FILES BE EMPLOYED FOR COURT RECORDKEEPING FOR THE SHORT TERM AND THAT LONG TERM PLANS INVOLVE THE USE OF COMPUTERIZED TECHNIQUES. WAYS TO FILE OR RECORD AND MANIPULATE COURT RECORDS IN A CENTRAL COURT RECORD SYSTEM ARE DETAILED. A SAMPLE FORM FOR RECORDING ARREST DISPOSITION AND COURT ACTION IS PROVIDED. (DEP)
